The numbers speak for themselves: these figures spell institutional racism, says Professor Paul Miller.
He is referring to the fact that a third of pupils are from an ethnic minority but, of 24,360 schools in England, there are just 330 headteachers from black, Asian or other minority ethnicities (BAME) – representing a proportion of less than 1.5%.
