Procurement is the process of identifying and purchasing the goods or services a school needs to meet its objectives: everything from books and educational resources, to catering services, energy supply and even major construction projects. It accounts for a significant proportion of the budget and from a national perspective, billions of pounds of public money spent each year.

Governing boards have strategic oversight of procurement, which includes approving certain purchases, ensuring that processes are followed and those conducting procurement tasks have the right skills and knowledge.

This guide, developed in collaboration with the Department for Education, will help boards (particularly finance and resource committees) to ensure value for money and fair procurement processes for every purchase.

The guide covers:

  • how procurement works in schools
  • new Procurement Act regulations
  • the governing board's role in procurement
  • scrutinising a business case
  • how to influence effective procurement
